What does a public works project need from a rental kit?

Municipal equipment rental in Colorado starts with the work, the approved site plan and the people who will use each item. A utility cut may need an inspector office, traffic devices and a fenced laydown edge, while a parks program may need storage first and an office only during active construction.

The Base is a public works office container with heat and cooling, lights, outlets and a shore-power inlet. The customer supplies the power connection, and a licensed electrician connects through the provided inlet under Rental Agreement §7. READY adds the items needed to review drawings, meet with a contractor and handle field records without furnishing the room separately.

Choose the traffic package from the approved traffic-control plan rather than from road length alone. The devices are rental equipment; the agency or its contractor remains responsible for the plan, deployment, inspection and operation of the work zone.

Use fence where the approved layout calls for a visible boundary between public circulation and work. Put storage where parks, election, facilities or utility staff can load it without blocking truck access at pickup. A fleet or facilities yard that needs twice the floor of a 20 ft box can use 40 ft storage for $425/mo, subject to its longer minimum and greater delivery clearance.

Night paving and utility cuts can add a trailer-mounted light tower with four LED floodlights on a mast. A hand-wash station is portable and self-contained, but the customer supplies water, soap and towels, and it is not freeze-proof. Confirm the assigned unit and placement before the field schedule is issued.

BRAND logo graphics cost $450 as a one-time line. The removable vinyl is applied on two sides, and the customer represents that it owns or is licensed to use the supplied logo under Rental Agreement §14.

What does the rental kit cost per month?

For a worked month, carry the Base office at $795/mo and READY at $125/mo. Add the Standard traffic package at $695/mo, 250 LF of fence at $3.50/LF/mo, and a 20 ft storage box at $295/mo.

Fence installation is a one-time $1.75 per LF, and removal is a one-time $1.75 per LF. The estimator applies each rate to the 250 LF installed line. Field-measured footage controls the billed quantity, so the agency should keep the approved layout and purchasing quantity aligned.

Reservation deposits are $750 for the office, $350 for traffic control, $500 for fence and $350 for storage. A deposit reserves the equipment and delivery window and is applied to the first invoice.

Delivery and pickup are separate lines on each unit invoice. Denver is Zone E$1,200 each way. Eagle is Zone A$400 each way. The estimator selects the project address and adds both transport legs for every unit.

Recurring charges also include the 5% environmental fee and tax. For equipment protection, choose the optional damage waiver at 12% of rent and recurring upgrades, or provide a refundable deposit of one month's rent plus a certificate of insurance. The pricing overview separates recurring rent from deposits, transport and one-time work.

The waiver is not insurance and has exclusions; the agency should review the applicable Order and Rental Agreement before choosing it. Tax remains a line unless JOLT has the agency's valid exemption certificate before delivery.

What do the traffic control packages contain?

Traffic packages support street, utility and park work zones under the agency's or contractor's approved plan. Package choice should come after the responsible designer or traffic authority has set the required devices, locations and operating sequence.

These are equipment-only rentals. JOLT does not provide flaggers, write a traffic-control plan or approve device placement. Assign those duties before reservation so purchasing does not mistake equipment delivery for an operational work-zone service.

Permits for work in a state highway right-of-way come from the Colorado Department of Transportation. Permits for local streets come from the town or county. Ask the responsible road authority what it requires for the specific work, then reserve the package that matches its approved plan.

The traffic package has a 1-month minimum and a $350 reservation deposit. After the minimum, it continues month to month until written pickup notice is given and JOLT retrieves it. Keep devices complete, accessible and grouped for handoff at retrieval.

How do fence and storage work on a park or streetscape project?

Temporary fence is a run of freestanding galvanized chain-link panels. Each panel is 6 ft tall by 10 ft wide, sits in steel tube stands and joins to the next panel with clamps. JOLT installs and removes the run.

Rent is $3.50/LF/mo. Installation is $1.75 per LF and removal is $1.75 per LF. Mark corners and planned pedestrian openings on the site drawing before reservation so the installed line reflects public circulation and construction access.

No gates, windscreen or privacy screen are included. A planned opening is a gap in the panel layout, not a furnished gate. Banners, signs, fabric and other materials may not be attached without JOLT's written consent under Rental Agreement §7, because the customer may not alter rented equipment.

The agency still decides what perimeter its project needs. Review the Colorado jobsite fence requirements overview, then have the owner, designer and authority responsible for the site approve the actual layout.

A 20 ft storage box works for parks-and-recreation seasonal equipment, election or event supplies and utility parts. It has cargo doors with four lock bars and a welded lockbox, with no windows or personnel door. Staff should plan loading access and keep prohibited hazardous, flammable, explosive or corrosive material away from rented equipment.

For a storage box in a public park, WATCH camera service adds $129/mo. It provides a solar LTE panoramic camera, motion alerts and cloud clips, but service depends on network, weather, terrain and placement. Recording notices, signage and consents are the customer's responsibility under Rental Agreement §13.

WATCH goes on an office or storage container positioned for the intended view. The agency should review sight lines, public notice locations, LTE conditions and pickup access before approving that container position.

How does delivery work on a public right-of-way?

Start with a delivery drawing, not only a street address. A 20 ft office or storage box needs about 70 ft of straight-line truck clearance, enough overhead room and turning space, and a firm, level, well-drained pad. Locate and mark underground and overhead utilities, and have the agency's designated representative present to direct placement.

Standard delivery has a 2–4 week window from reservation. JOLT Express applies only to the Base office and targets delivery within 7 business days for $750. It does not apply to storage, traffic equipment, fence, light towers or hand-wash stations.

If our truck cannot place the unit because the route, pad, utilities or representative are not ready, the failed trip is charged under Rental Agreement §5. Coordinate closures and access with the authority controlling the right-of-way before dispatch, and keep the retrieval route available throughout the rental.

When a streetscape phase moves the field office along the same block and within the same site, JOLT can perform an on-site relocation for $450. The customer may not move, lift, tow or transport a unit. Send the revised location for review so our truck can check the new approach and pad before scheduling the move.

Each delivery and pickup is planned from our yard in Gypsum, and each unit carries its own delivery and pickup lines on its invoice.

What does a multi-year public works program cost?

The Base office has a 3-month minimum. After that minimum, rental continues month to month until the agency gives at least 15 days' written pickup notice and JOLT retrieves the unit under Rental Agreement §3. A budget should run through physical retrieval, not only the contractor's substantial-completion date.

Rates increase 5% on each anniversary of delivery unless the Order says otherwise. JOLT may change another month-to-month rate with 30 days' notice. Put the anniversary escalation into each fiscal-year estimate and route any later notice to the contract owner.

The Rental Period begins at delivery and ends at retrieval under Rental Agreement §1. Fence, traffic control, 20 ft storage, light towers and hand-wash stations have 1-month minimums; the office and 40 ft storage have 3-month minimums. Different start dates therefore create different anniversary and notice dates.

Build a simple asset schedule with the unit, delivery date, minimum-term end, anniversary date, planned notice date and retrieval owner. Update it when a paving phase slips or a park remains closed, because rent continues while equipment remains at the site.

Pickup requires clear access and equipment ready for removal. A failed pickup is charged, and rent continues until a successful retrieval under Rental Agreement §16. Have field staff confirm the route, empty storage and remove agency property before procurement sends the notice.

For a sudden incident rather than a programmed capital project, the wildfire and emergency response setup explains the limits of Express and recovery-phase equipment. Public buyers should not treat an accelerated office option as a promise that every item can arrive on the same date.

How does a public agency actually pay for this?

The reservation deposit is due when the agency reserves: $750 for the Base office, $500 for fence and $350 for 20 ft storage. Auto-pay by card or ACH is required, and recurring charges bill monthly in advance under Rental Agreement §4.

JOLT issues one invoice per unit. Rent and each recurring upgrade appear as separate lines; delivery, pickup, Express and BRAND appear as one-time lines when applicable. Give accounts payable the unit description, project code, site and expected rental period so its internal coding follows the equipment.

There is no net-30 option at launch and no credit application for a standard rental. A purchase order can reference the Order, but any PO term that conflicts with the Rental Agreement is rejected and the Rental Agreement governs. The version in effect on the reservation date applies to that rental under Rental Agreement §23.

A valid tax-exemption certificate must be on file before delivery or tax is charged. Send the certificate during purchasing review rather than waiting for the truck dispatch, and make sure the legal customer name matches the reservation records.

There are no government or volume discounts because the published rate is the rate. If purchasing requires vendor registration, a W-9, a cooperative-purchasing contract or insurance certificates from JOLT, ask before reserving rather than assuming those records or contracts exist. Resolve the requirement before paying a deposit tied to the delivery window.

Purchasing should carry deposits, recurring lines, each transport leg, one-time services, environmental fee, protection choice and tax status as distinct coding decisions.

Who decides where municipal rental equipment can be placed?

The agency applies its own land-use, building and right-of-way rules to its project. JOLT places equipment where the customer directs but does not determine whether a permit, approval or consent is required. The customer is responsible for those decisions and for the site under Rental Agreement §5.

For an office at a treatment plant, fleet yard or park, have the property owner and applicable department approve the exact pad and duration. For a street project, include the container, fence openings and traffic devices in the coordinated right-of-way plan rather than treating them as field changes after mobilization.

Placement approval and truck access are separate checks. A location can be acceptable under an agency plan yet unreachable by our truck because of turning room, overhead conflicts, grade or the required straight approach. Procurement should not release the reservation until the field representative has checked both.

Document who can direct placement at delivery and who can approve a later relocation. That keeps the driver from receiving conflicting instructions from an inspector, contractor and adjacent property representative, and it gives purchasing a clear record for any added trip or move.
