In Eagle County, a 20 ft jobsite office generally needs property-specific building permission and, when connected to shore power, an electrical permit; whether the county or one of 7 incorporated towns issues them depends on the site boundary. Which office issues your permit — the county or the town?
Start with jurisdiction, not the mailing address printed on a shipment. The Eagle County Building Division FAQ says the county serves only unincorporated Eagle County, including Edwards, Eagle-Vail, Beaver Creek, El Jebel and Missouri Heights; 7 towns run their own departments, so confirm the parcel boundary in county GIS before filing.

What does the county classify a container office as?
The Eagle County Building Resolution permit matrix, Table 1, lists “Moving & Setting of Factory Built Structure on Building Site” as permitted work and calls for a site plan. Review can involve building, plumbing, electrical, mechanical, grading, onsite wastewater, right-of-way and several departments, so ask whether the office rides on the project's main permit or needs a separate filing.
International Building Code Section 3103 applies to structures erected for less than 180 days. Section 3103.1.2 requires a permit from the building official for a temporary structure that covers more than 120 sq ft (the section's own words add "including connecting areas or spaces with a common means of egress or entrance that are used or intended to be used for the gathering together of 10 or more persons"); a 160 sq ft office is over that threshold, and which of the county's filings carries it is the county's answer, not the code text. Section 3103 also calls for a site plan showing location, egress and occupant load, and for the structural strength, fire safety, egress, accessibility, light, ventilation and sanitation needed to protect health, safety and general welfare.
The shed exemption applies only through 120 sq ft and 10 ft peak height, while a 20 ft by 8 ft unit covers 160 sq ft. Describe it as an occupied 20 ft office, not storage, and use the Colorado container permit answer for broader context.
What goes into the application?
Give the reviewer a site plan showing the office orientation, pad, setbacks, access, unloading line, utility route, shore-power source and any right-of-way staging may touch. Mark property lines and nearby work so the placement is unambiguous.
JOLT's mountain delivery guide should inform that drawing. Our truck needs a firm, level, well-drained placement surface, about 70 ft of straight-line clearance for a 20 ft unit or about 100 ft for a 40 ft unit, plus workable width, turning radius, grade and overhead clearance under section 5.
Identify the unit as 20 ft long, 8 ft wide and 8 ft 6 in tall, with 160 sq ft of floor area. State its term and electrician, then ask which product information or stamped plans are required.
The Eagle County Building Resolution adopts the 2021 International Codes and 2023 National Electrical Code with local amendments. County criteria include 115 mph wind, seismic category C, 48 in frost depth and the Structural Engineers Association of Colorado's 2016 ground snow loads.
Those ground snow loads differ by place: 40 psf in Gypsum, 45 psf in Eagle, 55 psf in Edwards, 60 psf in Avon, 70 psf in Minturn, 75 psf in Beaver Creek, 90 psf in Vail, 85 psf in Red Cliff, 50 psf in El Jebel and 55 psf in Basalt. They are review criteria, not a claim that a JOLT office has a matching roof rating.
No JOLT unit has a published snow-load rating. The county FAQ allows a below-design-load mobile home when its owner agrees in writing to limit accumulation, so ask whether the office needs a similar acknowledgment and read the snow-load guide.
The customer must clear snow, ice and debris from the roof, solar panels, dish and doors under section 7 of the Rental Agreement Terms. Clearing does not substitute for required documentation.
How do you connect power legally?
The shore-powered offices use a provided 50-amp inlet. Colorado law and JOLT's terms require a licensed electrical contractor for the connection, and the customer may not alter the unit.
County trade permits can be filed through Self Service. Colorado DORA inspects electrical work around El Jebel, Missouri Heights and Frying Pan, while each town handles its own process and Vail issues its own building and electrical permits.
The county fee table lists temporary construction meters and a temporary power permit. Ask the electrical authority which filing applies before mobilization.
Contact Colorado 811, the Utility Notification Center of Colorado, before trenching. The customer locates and marks utilities under section 5.
A Grid-Free 20 ft office at $1,495/mo has built-in solar and a 10 kWh battery that operates its HVAC, so there is no shore-power connection to inspect. What does the 40 ft office with bathroom add?
The 40 ft office with bathroom adds water and waste questions. The customer supplies water, power and waste service under section 7.
Show those utility routes on the site plan and identify the Colorado-licensed plumber. Ask whether the waste plan uses an approved holding arrangement, sewer connection or onsite wastewater treatment system, because the county permit matrix routes onsite wastewater review through Environmental Health and does not make one answer universal.
OSHA 29 CFR 1926.51(c), Table D-1, requires 1 toilet for 20 or fewer employees. At 20 or more employees it calls for 1 toilet seat and 1 urinal per 40 workers, and at 200 or more it uses a per-50-worker ratio, so an enclosed bathroom does not automatically satisfy every crew count.
A hand-wash station rents for $85/mo, but does not replace the OSHA count or plumbing review. Coordinate hand washing, servicing and waste before inspection.
How do you schedule inspections?
Eagle County accepts inspection requests through its online portal, automated phone line or Building Division at 970-328-8761. The Eagle County Building Division FAQ sets a 4:00 p.m. cutoff on the previous business day, and El Jebel-area inspections are scheduled on Mondays and Thursdays.
Do not apply those county rules to a town inspection. For Vail, Avon, Eagle, Gypsum, Minturn, Basalt or Red Cliff, call town hall and ask for that department's request method, cutoff and inspection sequence.
Keep the feeder, disconnect, inlet, grounding and clearances accessible, and ask the electrician what must remain open. Our process page covers delivery, but inspection readiness stays with the customer and trades.
What can a town require beyond the county process?
Each incorporated town administers its own permits and inspections, so county acceptance practices are not a promise of town approval. The Town of Vail publishes a weekly construction update and staffs a construction area coordinator for staging questions, and any town may separately ask how the office fits the project's approved staging or right-of-way plan.
If the office, truck or temporary fence would occupy a street or sidewalk, ask the town whether a right-of-way permit is required. Resort properties may also have design review, HOA or landlord consent, all of which remain the customer's responsibility even when the building department accepts the permit.
The Alpine 20 ft office rents for $1,895/mo and has a matte-black envelope, cedar surrounds, standing-seam over-roof, covered entry deck and backup heat. It can be considered for a design-sensitive site in Beaver Creek or another ski-resort project, but its appearance does not guarantee design approval.
How long does permitting take, and what does it cost?
Eagle County does not publish a turnaround promise for this office review in the cited materials. Ask about timing and corrections, then work ahead of JOLT's 2–4 week delivery window.
