Yes, a construction site can use a container office through Summit County Land Use and Development Code §3806, current through April 10, 2026, with a temporary use permit that may run for 1 year and be renewed for qualifying off-site staging while the building permit stays active. On a residential lot, §§3815.02 and 3815.03 govern storage, and the 15,000 lb and 33 ft equipment cap, rear-yard rules, parcel size and screening limits all matter.
What does the Summit County code actually say?
The Summit County Land Use and Development Code current through April 10, 2026 does not create a use category named “shipping container.” The planning desk therefore classifies the activity from its facts: construction office, off-site construction staging, residential outdoor storage or another proposed use.
Section 3806 allows a construction office in any zoning district with a temporary use permit. The office may be placed once a grading or building permit has issued and must be removed at final certificate of occupancy or after 180 days of suspended work.
Section 12401 says a temporary use permit can run up to 1 year, or 6 months for a seasonal use. The Planning Commission hears those permits except for listed special exceptions, so ask the planner whether the exact application is a listed exception rather than assuming an administrative approval.
Section 12401.01 creates a related path for an off-site construction staging area. Its permit can run for 1 year and be renewed while the associated building permit remains active, which is the basis for renewal — not a general right to leave storage indefinitely.
The Colorado permit overview separates zoning, building and right-of-way review. For Summit County, begin with land use, then confirm the adopted-code and trade-permit questions with Building Inspection at 970-668-3170.
How does the construction-site route work?
Tie the request to the active grading or building permit and describe exactly what the box will do. A staffed office, an unoccupied 20 ft storage container and an off-site materials yard are different facts even if every option arrives on the same kind of truck.
Under §3806, the construction office needs an approved foundation, approved utility connections, skirting and graveled or paved parking. Those are county requirements for that use; a delivery driver's acceptance of the pad does not establish that the foundation or parking meets the permit.
Give the planner the proposed set and removal dates, parcel plan, relationship to the permitted work and expected staffing. Ask whether §3806 or §12401.01 controls and whether Planning Commission review applies, then use the answer given for that parcel rather than a neighboring project's route.
Breckenridge, Frisco, Silverthorne and Keystone are all in JOLT's Zone C. Delivery to Frisco is Zone C — $750 each way, and pickup in Zone C carries the same published charge; the pricing schedule shows rent and other fees separately from county approvals.
| Governing provision | Summit County LUDC §3806, current through April 10, 2026 |
|---|---|
| Project trigger | Grading or building permit issued |
| Maximum TUP period | Up to 1 year under §12401 |
| Removal trigger | Final certificate of occupancy or 180 days of suspended work |
| Site items | Approved foundation, approved utilities, skirting and graveled or paved parking |
No delivery reservation substitutes for that review. Rental Agreement §5.2(d) assigns permits, approvals, zoning, HOA requirements and landlord consents to the customer.
What changes on a homeowner's lot?
For residential outdoor storage, Summit County LUDC §3815.02, current through April 10, 2026, applies on parcels under 20 acres. It locates outdoor storage in side or rear yards and requires screening on lots of 40,000 sq ft or less.
Section 3815.03 addresses non-residential storage in residential districts. It bars that storage on parcels under 10,000 sq ft, limits it to the rear yard, caps it at 2 percent of the site up to 2,000 sq ft, and limits stored equipment to 33 ft long and 15,000 lb.
Present those figures to the planner; do not use them to self-approve a box. We have not confirmed whether the county treats every personal storage container as “stored equipment,” and the code text alone does not give a setback, screening design or permit fee for a particular parcel.
A 20 ft container covers 160 sq ft as a plain length-times-width consequence of its 20 ft by 8 ft exterior. That footprint may fit below an area cap while still conflicting with use, yard, screening, building or private-covenant requirements, so area arithmetic is only one line of the review.
A 40 ft container is longer than the 33 ft equipment cap stated in §3815.03. Do not assume that moving it to a larger parcel or calling it temporary resolves the issue; give the planner the parcel size, zoning, dimensions, proposed contents and duration.
HOA and landlord approval remain separate. Rental Agreement §5.2(d) makes the customer responsible for both, and neither private consent nor county approval replaces the other.
Which building rules apply after July 1, 2026?
Summit County Building Inspection says 2024 International Codes with local amendments apply to plans submitted on or after July 1, 2026. It also says permits are required for all new structures, so the building official must decide how the described container installation enters that rule.
The amendments set the frost line at 40 inches below grade. They also require design snow loads from the county's snow-load matrix without reductions; the matrix runs roughly 75 to 100 psf depending on the area.
Those values are design inputs, not permission to choose one end of the range from elevation alone. Submit the address and site information, then have the county identify the matrix value and required structural documents for the proposed foundation, anchorage and roof condition.
The 2021 IBC §3115 framework for containers repurposed as buildings calls for ISO 6346 data-plate values to be verified by an approved agency. Permanent container buildings need engineered foundations and anchorage under §3115.8.1; whether and how the locally adopted container section applies to a temporary rental remains the building official's call.
For an office, state every utility connection. A Base or 40 ft office has a 50-amp shore-power inlet, while the Alpine 20 ft office runs on its own solar array and 10 kWh battery; ask Building Inspection which trade permit and inspection apply.
What does the Alpine roof do in mountain snow?
The Alpine office adds a standing-seam over-roof, covered entry deck, matte-black finish, cedar surrounds and backup heat to the Grid-Free office package. At roughly 9,100 ft in Frisco, about 9,600 ft in Breckenridge and around the county's other high sites, the over-roof gives snow a sloped shedding surface rather than changing the county's design-load requirement.
Shedding snow creates a ground-management issue. Keep doors, the covered entry, pedestrian routes and equipment clear of the fall line, and do not place the low side where sliding snow would block the only access path.
Rental Agreement §7.4 still requires the customer to keep snow, ice and debris off roofs, condensers, panels, doors and access paths. The over-roof does not transfer that duty and does not establish a rated snow capacity for the rental.

Summit County lies in Climate Zone 7 under 2021 IECC Table C301.1, and sustained sub-zero nights occur in that zone. Climate zone informs design work, but only the county's matrix and building review establish the required project snow load; use the snow-load guide to prepare the questions.
Can the truck reach a winter placement?
A 20 ft container requires about 70 ft of straight-line clearance for JOLT's tilt-bed or flatbed truck under Rental Agreement §5.2. A 40 ft unit needs about 100 ft, and both routes require adequate overhead clearance, road width, turning radius and grade.
Plow the full approach and placement lane, not merely the 20 ft pad. Sand icy grades and turns, cut banks back from the truck path, remove parked vehicles, and check whether plowed berms have narrowed a gate or eliminated the straight setup distance.
The receiving pad must be firm, level and well drained. Frozen ground can look firm on delivery day and become soft during melt, so identify drainage and future excavation before directing placement.
Mark utilities and keep a customer representative present. If the truck arrives and cannot deliver, §5.3 makes the first trip, next trip and hourly waiting after the first 30 minutes chargeable; the driver also cannot substitute an unapproved location just because snow blocks the permitted one.
Plan retrieval access at the same time. Give at least 15 days' written pickup notice under §16, keep the unit empty and accessible, and remember that rent continues until JOLT retrieves it.
Do Breckenridge and the other towns use the county desk?
First determine whether the parcel is inside an incorporated town. A mailing address that says Breckenridge or Frisco does not by itself answer jurisdiction, so confirm it from the parcel record before submitting a county form.
Breckenridge enforces the 2024 I-Codes as of January 13, 2026. That date is different from Summit County's July 1, 2026 transition for plans submitted to the county, which is why one code-edition answer should not be carried across a municipal boundary.
For a site inside Breckenridge, ask the town planning and building desks about the exact use, project relationship, duration, utilities and placement. For Silverthorne, Frisco or Keystone, likewise ask the controlling desk rather than treating §3806 as an automatic town approval.
We have not confirmed town permit fees, review times, setbacks or HOA requirements. Ask the planner for each of those facts and document the response instead of building a field schedule around a guessed number.
What belongs in the temporary-use-permit package?
Confirm jurisdiction and parcel facts
Verify town or unincorporated-county jurisdiction, zoning, parcel area and ownership. Identify whether the request is a construction office under §3806, off-site staging under §12401.01 or residential storage under §§3815.02 and 3815.03.
Tie the use to the permitted project
Supply the grading or building permit number, office function, staffing, delivery date range and removal trigger. State whether work has started or been suspended so the 180-day rule can be evaluated.
Draw the approved site arrangement
Show the container, foundation, skirting, graveled or paved parking, setbacks requested by the planner, utility route and snow-storage areas. Add the 70 ft truck setup lane for a 20 ft unit or 100 ft for a 40 ft unit.
Resolve code and utility review
Ask Building Inspection at 970-668-3170 for the applicable code edition, design snow load, frost-depth details and required trade permits. For a Base or 40 ft office, use a licensed electrician for the provided 50-amp inlet.
Keep the approval with field staff
Give the approved plan and conditions to the representative meeting the driver. Mark the exact corners and door direction so delivery does not drift into a different yard or snow-storage area.
An off-site staging permit may be renewable annually under §12401.01 while the building permit remains active. Put the renewal date and building-permit status on the superintendent's calendar rather than assuming the rental billing cycle controls land-use permission.
How do cost and term fit around the permit?
The permit does not set rent or delivery. Use the published pricing page for the selected office or storage unit, and use the Frisco delivery figure as the Zone C reference for Breckenridge, Frisco, Silverthorne and Keystone.
Office rentals have a 3-month minimum, while the 20 ft storage unit has a 1-month minimum. Those contract periods do not extend a permit and do not require the county to approve the unit for the full rental term.
The reservation deposit is applied to the first invoice under Rental Agreement §2. If permit timing is uncertain, resolve it before the first day of the delivery window; cancellation in writing more than 14 days before that day receives a full refund.
The customer may not lift or move the unit under §5.5. If a permitted phase change requires another on-site location, JOLT's relocation charge is $450, and the customer must confirm the new spot remains approved before scheduling the move.
What should you have ready before you reserve?
Have the parcel record, controlling jurisdiction, project permit number, selected §3806 or §12401.01 route, proposed dates and the planning desk's written submission requirements. Keep the site plan, foundation and skirting details, utility approvals, parking arrangement, assigned snow load and private consents together.
For delivery, mark a firm and level pad, utility locations, a plowed and sanded approach, overhead hazards, 70 ft or 100 ft of straight working room and the intended door direction. Name the site representative who can point to the approved footprint and keep the lane open through placement and eventual pickup.
Questions contractors ask
Can a construction site use a container office in Summit County?
Summit County Land Use and Development Code §3806, current through April 10, 2026, allows a construction office in any zoning district with a temporary use permit. It may be set after a grading or building permit issues and must leave at final certificate of occupancy or after 180 days of suspended work.
How long can a Summit County temporary use permit run?
Land Use and Development Code §12401, current through April 10, 2026, allows a temporary use permit to run up to 1 year, or 6 months for a seasonal use. Section 12401.01 permits an off-site construction staging area on a 1-year renewable permit while the building permit is active.
Are shipping containers a named use in the Summit County code?
No shipping-container category appears in the Summit County Land Use and Development Code current through April 10, 2026. The planner instead needs the parcel, one proposed use and duration to identify the applicable construction-office or storage provision.
What limits apply to residential outdoor storage?
Section 3815.02, current through April 10, 2026, puts outdoor storage in side or rear yards on residential parcels under 20 acres and requires screening on lots of 40,000 sq ft or less. Section 3815.03 sets additional non-residential-storage limits in residential districts, including 2 percent of the site up to 2,000 sq ft.
Does the Summit County equipment cap fit a 40 ft container?
Section 3815.03 caps stored equipment at 33 ft long and 15,000 lb in the regulated situation. A 40 ft unit exceeds the 33 ft length figure, so ask the planner how §3815.03 classifies the proposed storage before ordering.
Which building codes apply to a Summit County plan in late 2026?
Summit County Building Inspection says the 2024 International Codes with local amendments apply to plans submitted on or after July 1, 2026. The amendments use a 40-inch frost line and a snow-load matrix without reductions.
What delivery room does a 20 ft container need?
A 20 ft unit needs about 70 ft of straight-line clearance under Rental Agreement §5.2. The route also needs adequate width, turning radius, grade and overhead clearance, and the pad must be firm, level and well drained.
Who should I call about a Summit County container?
Call Summit County Building Inspection at 970-668-3170 for the building-code side. Also ask the planning desk to identify the land-use section for one exact parcel, use and duration.
